Gdańsk has spent the past decade positioning itself as the Baltic's answer to Rotterdam — a deep-water gateway feeding cargo into Central Europe via rail. The port's container volumes keep climbing, and its intermodal terminals keep expanding. Yet the trains that are supposed to carry that freight inland are increasingly stuck in a queue that starts somewhere near Pruszcz Gdański and ends nowhere good.

If Gdańsk's port data tells one story about Poland's rail ambitions, the tracks leading away from it tell another. And the gap between the two is the bottleneck nobody wants to name out loud.

The Numbers Behind the Boom

Port of Gdańsk handled roughly 81 million tonnes of cargo in 2023, cementing its place as the largest Polish port and one of the fastest-growing in Europe. Container throughput at the DCT terminal alone has more than tripled since 2015. On paper, this is a success story — the kind that gets cited in ministry press releases and investor decks.

But port throughput is only half the equation. Every container that lands in Gdańsk has to leave somehow, and roughly half of them leave by rail. That means the port's growth is directly tied to the capacity of the rail corridors running south: toward Warsaw, toward Łódź, toward the Silesian industrial belt and onward to the Czech Republic and Slovakia.

Here's the uncomfortable part. Those corridors have not grown at anything close to the pace of the port. The result is a system where the front door keeps getting wider while the hallway stays the same size.

Where the Trains Actually Go

The backbone of Gdańsk's rail hinterland is the E65 line, part of the broader Rail Baltica and TEN-T network. It runs from the port through Tczew, Bydgoszcz, and down toward the Silesian agglomeration. On a good day, a container can move from the DCT terminal to a distribution centre near Katowice in under 24 hours.

On a bad day — and there are more of them than the schedules suggest — that same journey stretches past 36 hours. Not because of distance, but because of congestion, single-track sections, and the slow crawl through nodes that were designed for a different era of freight.

Why the Bottleneck Persists

Polish rail freight has a structural problem that predates the current port boom: the network was built to move coal, steel, and bulk goods in a centrally planned economy. Containerised intermodal traffic has different needs — predictable slots, fast turnaround, and terminal capacity at both ends.

The infrastructure, meanwhile, is a patchwork. Some sections of the E65 have been modernised to 160 km/h. Others still run on track that hasn't seen a major overhaul since the 1980s. PKP Polskie Linie Kolejowe has billions of złoty in upgrade projects underway, but the timelines stretch into the 2030s.

The Terminal Gap

It's not just the tracks. Inland intermodal terminals — the ones that actually receive containers from Gdańsk — are unevenly distributed and often operating near capacity. The terminal in Gadki near Poznań, the Kobylnica facility outside Kraków, and the Małaszewicze complex on the Belarusian border all handle significant volumes, but none has unlimited room to absorb growth.

When a terminal fills up, containers sit. When containers sit, shipping lines reroute. When shipping lines reroute, the port's competitive advantage erodes — quietly, and often without showing up in the quarterly cargo figures until it's too late.

The Human Bottleneck

There's a less-discussed constraint: train drivers. Poland faces a persistent shortage of qualified locomotive engineers, and the demographic curve is brutal. The average age in the profession keeps rising, and training pipelines haven't kept pace with demand. Even if every track were modernised tomorrow, you'd still need people to run the trains.

This is the kind of bottleneck that doesn't show up in port statistics but shapes them nonetheless. A terminal can only load as many trains as there are crews to move them.

What a Real Fix Looks Like

The obvious answer is more investment — and there is plenty of it on the books. The National Railway Programme includes major upgrades to the E65 corridor, and EU cohesion funds are helping finance sections of the work. But investment alone doesn't solve coordination problems.

A concrete example: in 2022, a bottleneck near the Tczew bridge caused delays that rippled through the entire corridor for weeks. The bridge itself was fine. The problem was that scheduled maintenance on an adjacent section had not been coordinated with the port's peak shipping season. A single planning failure, multiplied across hundreds of trains, cost operators real money.

What would help more than another round of track-laying?

Digital coordination between port, rail operators, and infrastructure managers. Real-time slot allocation, not annual timetables. Some of this exists — the Port of Gdańsk has invested in terminal operating systems that talk to rail carriers — but the data doesn't flow end-to-end.

Inland terminal expansion with private capital. The state doesn't have to build every facility. Private logistics operators have shown appetite for intermodal investment when the regulatory environment is predictable.

Driver training at scale. This means funding for simulators, apprenticeships, and competitive wages. It's unglamorous, but it's the difference between a train that can run and a train that actually does.

The Competitive Stakes

Gdańsk isn't competing only with Gdynia or Szczecin. It's competing with Hamburg, Rotterdam, and Koper for Central European cargo. Shippers choose routes based on total cost and reliability, not on national pride. If the rail link from Gdańsk is slower or less predictable than the alternative, cargo will find another way — and once a shipper reroutes, they rarely come back quickly.

The port's growth has been impressive. But growth without hinterland capacity is a bubble waiting to deflate. The data from Gdańsk is a warning as much as a celebration: the port is ready for the next decade of freight. The rail network behind it is not.

The practical takeaway for anyone watching this space: stop looking only at port throughput. Watch the transit times on the E65, the utilisation rates at inland terminals, and the hiring numbers for locomotive engineers. Those are the numbers that will tell you whether Gdańsk's boom is sustainable — or whether it's about to hit a wall that no amount of quay expansion can fix.
